Since our reforms and opening to the outside world, nonpublic economy has experienced a development from growing out of nothing and expanding from small to large. Nowadays, nonpublic economy has became a major part in our socialistic market economy. However, it should not be neglected that the development of our nonpublic economy was greatly imbalanced. In 1980s, our eastern and western nonpublic economy almost started from nothing, the development of eastern nonpublic economy lead to the over-striding great development of the local economy. Compared with it, the way of western nonpublic economy is hard and sluggish and it is one of the major causes for the huge differences in the economic development between the east and west. From this aspect, the prominent gap in the economic development between the east and west is the differences on the level of the development in nonpublic economy.From various aspects the thesis takes the contrast between the east and west about the present development of nonpublic economy and it gives a detail analysis of the causes for great differences in the development of nonpublic economies and the consequent differences caused by it in the area of economy, marketing, urbanization and etc. It clearly indicates that it is hard, even impossible to achieve the over-striding development without the great paces of the nonpublic economy. After analyzing the present situation and the essential functions in the over-striding development of the nonpublic economy in the west area, the author points out that it is the only way to devote major efforts to develop nonpublic economy in order to get the everlasting power in the western economic development and the environment for the westernpublic-economy's strategic adjustment; and it is the only way to accumulate and expand the power of the western area's economy and increase the social capital, financial incomes of the west area. And it is the only way to devote major efforts to develop nonpublic economy in order to create more job opportunities to reduce the employment pressures and increase the incomes of the people in the west area; and it is the only way to stimulate the establishment and improvement of the system of the market economy in the west area; and it is the only way to push forward the development of the hi-tech scientific industry, especially the information industry; and it is the only way to give impetus to lead the west area to the way of new industrialization; ant it is the only way to expedite the building process of urbanization in the west area. In a word, in order to speed up the construction pace of the west area, it is the only point of penetration for the western economic and social development to devote major efforts to develop nonpublic economy in order to realize the western over-striding development.At present, the western nonpublic economy is confronting the rare historical opportunities in its development. The 16th Central committee of the Chinese Communist Party established a sound and steady politic environment for the nonpublic economy's development in the west area. And the implementation of the strategy for the west area's great development provides a wide developing space for the nonpublic economy. The access of WTO and the arrival of knowledge economy offer great opportunities for the nonpublic economy's development in the west area. If we can catch these opportunities and take better steps, I believe that there will be a enormous progress for the nonpublic economy in the west area, and consequently make a great contribution to theover-striding development in the west area.At the end of the thesis, the author points out the causes for the lagging of the less developed nonpublic economy in the west area and put forward the proposals about the new ideas and the implementations of how to stimulate the nonpublic economy in west area.
