Now, there is a need for Chinese forest to be reformed in fertility and relations of production by the reasons of Chinese forestry current estate, in order to boost Chinese forestry fertility level and contribute to forest double-quick development. In fact, it is nonpublic-owned forest which has a new forestry fertility structure and relations of production and is developing very quickly in China because it's property rights and interest are very clear, which magnetize many people and capital to the development of forest.But there are lots of factors counteracting the development of nonpublic-owned forest, among which system factors is the keys. Because system arrangement gives birth to the government and the government also 'produce' and protect the system, the paper lay stress on the way, in which the government should 'produce' and protect some system to boost the development of nonpublic-owned forest.the paper discuss such things as what is nonpublic-owned forest, the estate of foreign private-owned forestry development and Chinese nonpublic-owned forestry development, the factors counteracting the development of nonpublic-owned forest and some other things. Then the paper has noticed that some foreign governments have taken some measures on the development of private-owned forest and some provincial government in China also have taken pains to conquer the obstacles of the development of nonpublic-owned forest. So the paper has to analyze these after he analyzes the actuality and obstacles of nonpublic-owned forestry development. And on this basis, the author finds that our government should take some steps to optimize the market circumstance, legal circumstance, political circumstance and service to facilitate the nonpublic-owned forest development.
