The Third Plenary Session of the 16th Central Committee of the CPC (Communist Party of China) points out that our country should call for vigorously on promoting and guiding the private sector of the economy and granting private enterprises with the same treatment in investment. Our country should develop energetically the state-run and non-publicly-owned capital and develop mix ownership economy. At the present stage, our country should allow non- publicly-owned capital to enter the infrastructure fields that the laws and regulations have prohibited before. Our government should improve the service and supervision during the process of private economy participating the restructuring of SOEs (state-owned-enterprises) and should make every effort to form good credit foundation and market order.The Third Plenary Session of the 16th Central Committee of the CPC defines the main task of the socialist market economy system and points out the developing direction in the future. Although the prospect is promising, however, there are still some problems and obstacles confronting us. For this reason, the thesis focuses on how to introduce private economy into the restructuring in a more efficient way. Studies both at home and abroad are different, so empirical research on this issue seems to be of great necessity. The thesis is mainly about the development and improvement of current socialist political economy and the author pays much attention to put forward corresponding suggestions. In addition, this thesis further investigates the "Three Represents" important thought and take it as an important guidance in the research.This thesis falls into five parts. The first part defines the concept of state-run assets reorganization and private economy participation in a new way and further analyses the necessity and the possibility. In this part, the policy of the state-run assets reorganization and private economy participation is also well defined.The second part is the focus of the thesis, which is mainly about the current situation and characteristics of private economy participating in state-run assets reorganization. This part also analyses the form and channel, quantity and scale, industry and area distribution of the reorganization systematically, and makes an empirically analysis onthe effects of our national private economy participating in state-run assets reorganization on the basis of survey and study.The third part summarizes the obstacles and problems of the private economy participating in state-run assets reorganization at present on the basis of former parts. This part discusses the issue from macro and micro prospective by using a large number of data and cases. The author also studies the problem from market terms, and further points out that there are still some complicated systematic problems at present in private economy participating in state-run assets reorganization.The fourth part draws on the experiences of foreign economy, such as: developed country experiences, developing country experiences, transitional country experiences, which is of great help to our economic work.The last part draws a conclusion on the basis of former analysis and focuses on the procedure, channel and sustaining system in promoting the private economy of our country to participate in state-run assets to reorganize.
