The development and progress in social economy have made people change in their sense of consumption and demand for tourism. Modern tourists are in pursuit of the diversity of individuality and modes of life and relation to their environment. It is their wish to re-establish a harmony between mankind and nature with the deterioration of the environment in cities and depressing urban life. Since there are many benefits in recreational fishing tour, people are deeply fond of it which will certainly develop into an important type of tourism. However, being a new type of tour destination, the study of the theory concerning the exploitation of recreational fishing resorts falls behind the needs of practice. The research object of this thesis is to try to propose the construction of leisure fishing resort that will meet the many demands of urban citizens at various levels and of different kinds, and make these resorts achieve the most of their comprehensive benefits.In its summary of this thesis, the idea of recreation, the relationship between recreation and tourism, the culture and history of fishing, the connotation and significance of recreational fishery, the development of recreational fishery at home and abroad as well as the present situation in research have discussed. Also the necessity and prospect of studying the exploitation of recreational fishing resorts has been pointed out. In the theory part, many research methods such as field reconnoitering and social investigation, etc. have been employed, the features of recreational activities have been analyzed, the function of fishing resorts are elaborated and classification of the existing fishing resorts is detailed analyzed. The problems that exist in fishing destinations of management nature in our country now and their strategies are also discussed while putting forward the concept and principle of the exploitation of recreational fishing resorts. Based on the theory above, research on the development of the Shennong Ecological Garden in Zhuzhou city has been carried out in the part of practice of this thesis. Through analysis on its present conditions and forecasting its potential customers, the general guiding ideology and orientation of its development in tourism have been proposed with great priority given to issues concerning the design of product, establishment of identity and those regarding sales in tourism resorts.
