Research On Government Management Functions In The Development Of Hailuogou Tourism Resources

Over the past few decades,tourism has developed rapidly around the world.The growth rate of the tourism industry in China is 7%,accounting for 10% of the gross domestic gross value of production.This economic proportion has caused the country and the society to attach great importance,so the development of our country's tourism has become the important work of our country's economic development.Hailuogou enjoys a good geographical location,and it is located in the east gate of Ganzi prefecture.It is rich in natural resources and is the place of the long march of the Chinese Communist Red Army.It has important red revolutionary significance.This paper uses the theory of government function,new public management theory,new public service theory and service-oriented government theory and studies the government management function of Hailuogou Administration Bureau.This paper uses the methods of literature analysis and questionnaire investigation.Through method of literature analysis,this papercollects the literature data of tourism resources development and government management at home and abroad,and reads and analyzes the research status of tourism resources development and government management behavior at home and abroad.It defines relevant concepts and theories,and at the same time reads,analyzes and collates the researched literature data for development of tourism resources in Hailuogou.Through the method of questionnaire survey the tourists' satisfaction with the present situation of government management in the exploitation of tourism resources in Hailuogou is understood,and the reliability test,validity test,factor analysis,correlation analysis,regression analysis and others are carried out by using SPSS software.Through the analysis,the relationship between the government management and other factors of Hailuogou tourism resources development andits important influence factors.In the first half of 2017,Hailuogou was named 5A class scenic spot by the National Tourism Administration.At the same time,the exploitation of tourism resources in Hailuogou is at a stage of development.While it has achieved good results,it has also exposed some problems in public administration.They are mainly the tourists' low satisfaction with the public service facilities,environmental protection,government market supervision,administrative duties and the quality of tourism practitioners and others of the scenic area.By using the theory of government function,new public management,new public service and service-oriented government,and combining the role of government in the development of tourism,the paper puts forward the countermeasures and suggestions of government management in the exploitation of tourism resources in Hailuogou,improves the service behavior of the government,provides high-quality and highly efficient services,and provide certain support for the establishment of a service-oriented society.
