Zhuzhou City Local Tax Management Status, Problems And Countermeasures

For the development of ZhuZhou economy and the improvement of Chinese market economy system, the Local-Taxation Administration is facing a more complex environment, lots of challenges and conflicts, and the function of administration is also becoming harder. So, we bring forward the method of using the Stratagem Environment Analysis theory to improve Local-Taxation Administration under the precondition of having distinguished the differentials between two forms .We specially point out the faults of the interior and exterior environment of ZhuZhou Local-Taxation Administration facing. By the the Stratagem Environment Analysis theory, we find the two main conflict between "administrating taxation strictly by law" and "intervene by government", and the conflict between "imposure all by law " and "the aim of cost"; On the base of above, by using some other administration theories ,we think that we should strengthen research and investigation of the applying result of Local-Taxation rules, so as to promoting the economy of ZhuZhou; use corresponding, balance and compatible principles to deal with the conflicts which ZhuZhou Local-Taxation bureau facing, and optimizing the environment of ZhuZhou Local-Taxation administration; construct the culture of ZhuZhou Local-Taxation, and improve the rules of inspiriting, promote the diathesis of ZhuZhou Local-Taxation administrator; use the technology of computer, optimize configuration of the ZhuZhou Local-Taxation Administration organization.The research will benefit to ZhuZhou Local-Taxation Administration in practice , and also do some help to other Local-Taxation Administration organizations . In this paper, we also reference the project named "Reform of taxation administration under the applying of computer".
