Civil Servant is an important component of the public sector, and is the key to theeffective function of public management activities. In the process of the switch to a marketeconomy, social transformation, the reform of the administrative system and the civilservice system, the importance of the human resource management in the public sectorbecomes increasingly obvious. As an important component of the human resourcemanagement in the public sector, the performance appraisal system of civil servants alsogains more attention. Accompanied by the development of socio-economy and the higherpublic expectations for the public sector, traditional personnel management system isdifficult to adapt to the development of modern society, so the trend to more attention tohuman resources management is inevitable. The concept and method of modern humanresources management makes civil servants management more rational and more scientific.Modern human resources management is on the way to gain the desired effects of theevaluation of civil servants.This paper takes Local Taxation Bureau in Yueyang as an example to study the civilservant performance appraisal through reference to Western civil servant performanceexamination system and increasingly maturing system of enterprise performanceexamination, combined with the experience that the author engaged in tax work andmultiple discipline knowledge for many years and the knowledge of management,economics, information science. The paper’s analysis bases on the investigation of thecurrent situation of civil servants performance assessment in local tax authority inYueyang, the national " civil law" and the civil service examination system and employeeperformance appraisal methods, and uses the modern performance management theoryand the system point of view, combined with the actual situation local tax authorities inYueyang to design and build the Local Taxation Bureau Civil Servants PerformanceAppraisal system in Yueyang.This paper attempts to improve the local tax authority of civil servant performanceappraisal system from four aspects: Firstly, orientating the civil servant performanceappraisal in tax authority scientifically; Secondly, designing a scientific civil servantperformance appraisal index system; Thirdly, innovating the civil servant performanceappraisal method in tax authority; Lastly, improving and perfect civil servant performanceappraisal system of the local tax authority. The purpose of the paper is to providetheoretical basis for the improvement of the effectiveness and standardization of the local tax organ’s performance appraisal of civil servant. In the meantime, the paper tends tomake a useful exploration for combining the civil servant performance appraisal systemwith modern performance management theory.
