Rapid development of information industry and the global economy has reducedthe distance and closed the relations between man and man. Japan -- whichborders on china, has some similarities with China on culture and language etc.--has become one of the main targets of software businesses stepping in international market. While the fact that Japanese government support it's domestic software development makes it become a huge cheese that Chinese software businesses scramble for.Neusoft Group Company Ltd. (Neusoft for short) is one of the best enterprises in China that contract to do outsource-software of Japan. Since the competition both at home and abroad is sharpening, how can be in an invincible and dominant position is unquestionable a great challenge to Neusoft.Based on the analysis of inside and outside environment and on the discuss of the competition ability, such as human resources, organization structure, research and development and market exploitation etc. it makes clear that Neusoft will be offered the chance in view of the great potential of the outsource-software market of Japan. Another big challenge comes from the fact that many big software enterprises have been joining this line. While over 10 years experience accumulation on development of Japanese software projects and on training administrative personnel who are familiar with Japan projects, Neusoft has become one of the top players in the software market of Japan. In order to keep the solid position in competition, a series of competition tactics including brand name, structure adjustment and international talent training etc. have been worked out, and are being put into good effect. But there is also some insufficiency in human resources, the system of contracting to do outsource project and enterprise culture etc. Some concrete measures are proposed in this paper.
