Harmonization Of Environmental Legislation Of The Nine Plateau Lakes, Yunnan Construction

With the rapid economic growth and industrialization .especially the transformation from planned economy to market economy ,new challenges and environment problems came out .there are more and more regulations , but the lake environment degradation are getting worse .In the last 10 years ,the government authorities have speed up the process of regulation. People focus on the serious eutrophication problem of the nine plateau lakes in Yunnan province .So we must control the pollution as soon as possible .On the base of research on natural environment, economy and society in the plateau lake .water character and the mainly environmental problem, at present the regulations have their advantage and disadvantage, on the basis , setting up environmental legislation so the issue must analyzed the law theory , the regulation strength the aims, six principle and six system, embody time character and Yunnan character.The issue has six parts, chapter one talks about the aim and the meaning. Chapter two concentrates on natural environment .Chapter three talks about the current regulations and analyzes their advantage and disadvantage. Chapter four discuss the three bases. Chapter five concentrates on the legislative purposes, it is the aim and purpose of the legislation of environment to achieve prevention and control .balance and stability of ecosystem, intergeneration and intergeneration equity, and finally sustainable socioeconomic development. These are the targets that legislators have tried to meet. Besides , this chapter also introduce the basic principles of the regulation and the system. Chapter six sets up the regulation of the plateau lakes protection in Yunnan province.
