| As a precious natural resource in Yunnan, lakes on Yunnan plateau are very important for the region’s survival and sustainable development in both urban and rural areas. In recent years, with rapid economic growth in Yunnan and acceleration of industrialization and urbanization and rapid growing population, long-time unsustainable water use in the region resulted in breaking-down of ecosystem, which was accompanied by gradual function loss of the ecosystem, and underdevelopment of construction and protection. It has been a threat to water quality and endangers residents’life safety. Therefore Plateau lake’s ecological environment protection and governance is of great urgency at present stage.Ecological environment protection with certain investment will bring protector, direct or indirect economic loss. It asks for establishing well-designed ecological compensation mechanism, straightening out surrounding ecological relation and interest relation, encouraging people’s passion in protecting the plateau lakes surrounding areas and lake water source and recovery of the ecological environment, in the end fundamentally improve the plateau lakes ecological system and balance the contradiction between protection and development of the basin, effectively protect the lake’s ecological environment, so as to realize the sustainable development of social economy in Yunnan province.This paper is divided into four parts.
