As everything has double properties, the exploitation of mineral resources has too two effects: bringing about economic benefits and resulting in social and environmental problems, such as ecocide, environmental pollutions and so on. So the main purpose of mining industry management lies in trying to improve plus effects (ecnomic benefits) and trying to avoid minus effects (extertal non-ecnomic benefits).The thesis based on the summarizing the laws and rules of mineral resources and associated with the specific and particularity of mining industry management in a small area, brings forward advices and thoughts of building and improving regional management system, and study profoundly this system based on the example of exploitation of minenal resources in Simao district in Yunnan province.According to the relevant data of exploitation of minenal resources in this district , this thesis analyses mineral resources, mineral enterprises, protection, product safety and so on. It mainly studies exploitation level, resources and environmental protection, and product safety, summarizes the present situation of exploitation of minenal resources and problems resulting from exploitation, and brings forward relevant advices. For resolving actual problems and according to the principle of main laws and relative rules, and bulding framework of laws and rules. The thesis analyses the system of mine management such as mining industy planning, management regulationgs (rules) of mineral resources, system of mine enterprise entry, test of "three rates" (ore recovery rate, ore dilution rate, ore dressing recovery percentage) in mine and so on.In addition, this thesis take advantage of the principle of computer visual programming, based on the basic mine enterprises data, combines tightly with resources, environment, safety in mine to build a comprehensive management information system of mine enterprises in Simao district.
