As time goes on, the role of the nonprofits organization (NPO) is more and more important in the public administration. As the Third Sector, this organization undertakes the function of public welfare, which is beyond the function of government or market to some degree. Along with the reform and opening to the outside as well as the development of the public welfare, people pay more attention to the administration and development of the NPO. Nowadays, it is divided into two categories on the study of the NPO in the academic circles: one is the style of learning and introduction; the other is the style of comparison and analysis. Since the administration pattern of the NPO has been the "corporation pattern" for a very long time in China, so, it is very important for NPO to search an appropriate organization system and operation style which is suitable for China after join in the WTO.The National Association of the Mass Education Movement (NAMEM) led by Mr. Yen, Y. C. James is a model of NPO. It has played a very important role in the construction in countryside and mass education both at home and abroad since 1920s. From the "Mass Education Movement" to the construction in countryside represented by the "experiment in Ding county", Mr. Yen, Y.C. James had done lots of work in Ding county of Hebei province, Hunan and Sichuan province and even the countryside of Philippine and Guatemala along with tens of doctors coming back from abroad and some 500 senior intellectuals. With the conviction of saving motherland by education and the enthusiasm of preaching, they carried out four activities named education, livelihood, public health and citizen, focusing on thedeep-rooted bad habits of "foolish, poor, weak and selfish" of peasants. With the skill of combination of school, family and the society, they try to do some experiment in the countryside to find a suitable way to develop the intelligence and living condition of peasants. Finally, they got the way successfully and up till now they still use the way to contribute to the countryside.This article mainly uses the organization theory of administration to analyze the model case of the NAMEM. The pattern of analysis is using the organization theory of society system, other organization theory and some relevant results in the researching on the NPO. The style of researching is a comprehensive style with the knowledge of administration, history and society. The first section of the article is a general description of the NPO. The second section is about the background of the society and history of the NAMEM. The third section introduces Mr. Yen, Y. C. James and the case of NAMEM. In the fourth section, the author makes penetrating analysis about the case within the six aspects: organization, making policy, management and adaptation, human resource and encouragement, the function of managers and the theory of administration, etc. In the fifth section, the author gives the NPO eight suggestions in terms of sticking to in dependence, forming society co-operation system, training qualified personnel, trade, managing financial affair, tactics and ways of operation, etc. At the end of the article, the author shows the opportunity and challenge that the NPO will meet in the 21 century.Several decades has passed, but the basic problem-the problem of peasants has not changed in China. Meanwhile, it is not changed about the idea of value among the people who work for the NPO. So, through analysis the typical case happened in China, the author tries to give some suggestions and theory description for the development ofNPO in China.
