The mass movement was the unique outstanding performance of China’s past political.Historically, No ruling party has performed spectacularly as the Communist Party of China. Asmain means leading people to revolution by party before liberation, mass movement was also thekey way of promoting revolution forward continuously and guaranteeing revolution completed.During thirty years after liberation, with the establishment of the party ruling,the effect of massmovement was played more incisively and vividly, actually it has been a method governing thecountry by the party.The way of governing the country of mass movement is the continuation of revolutionaryleadership of the party and also is the choice of lack of resources in china’s system. The advantageof this way in mobilizing mass is obviously. But after the establishment of socialist system, itsnegative effects are the uppermost: breaking the normal track of economic construction, disruptingthe normal order of society, and hindering the construction of system and law, and making sportthinking inveteracy in people’s mind. This movement thinking and its behavior pattern are alsoreflected in the process of governing the country by party, and caused the party’s job withconcentrated offensive and formalization.The mass movement mode is not universal. Objectively and rationally analyzing, it is aspecial practice method of transforming the world, which is not conducive to the transform of theworld in the period of construction. It is a powerful tool of the class struggle, but it is not suitablefor handling contradictions among the people. The so-called “great democracy” it caused isdifferent from modern sense of democratic politics. Mass movement is not the path to civilizedsociety, instead it may lead to various anti-cultivated phenomenon. In all, adjusting to the need ofthe developing in the period of the country’s constructing, we must advance the transforming fromthe way of the mass movement to ruling the country by law.The Eighteenth National Congress of the Communist Party of China treats the rule of law asthe basic mode of governing the country, which is further deepening of party’s realization ofruling of law and provide guidance for the new period. At present, nation-wide mass movementshave faded out of people’s vision, and the favorable condition for the rule of law is increasing, but we should see that sport thinking has not eliminated completely, the legal system is not perfect andthe ability of party governing and people participating in ruling of law need to be improved. It alsoneeds continuous endeavor of party and people in achieving the transformation from massmovement to ruling of law.
