Henan Province, The Structure Of Fiscal Expenditure And Optimize Countermeasures

Since opening-up and reform, Chinese financial system has carried out many reforms. Financial expenditure range and way of funds providing have corresponding adjusted, which contributes to the whole economical reform and social economical development. While with constant improvement of socialist market economy system and demand of accelerating expenditure reform, present financial expenditure polity and structure in force still can't meet the need of market economy and harmonious sustained development in the nation economy. Therefore according to the total direction of building public finance, we should carefully study present financial expenditure structure so that we can find a way of adjusting and optimization, which is very important to solve the present "exceed function" and "a vacant poison" of government function and promote economy healthily. Adjusting and optimizing financial expenditure structure is a urgent task of financial reform, as we know, financial expenditure structure isn't adapt to range of government activity. Because financial expenditure is the method of fulfilling government, optimizing financial expenditure structure must be subordinated to the development and change tendency of government function. According to foreign theory and practice, the developing tendency of financial expenditure structure have a law, we can draw a conclusions that it is close related to stage of economical development stage and adjusting of government function.The paper sets about the theory of financial expenditure structure, then analyze some aspect of the financial expenditure structure of HeNan province, finally we can draw a conclusion that HeNan province is striding forward to public finance.
