Analysis Of The Impact Of Household Registration On The Financial Expenditure Of Regional Government

The reform of the household registration system is an indispensable part of promoting the equalization of domestic basic public services.The financial expenditure pressure brought by the reform is a major obstacle to the progress of the reform of the household registration management system.So there is an important theoretical value and guiding significance for better implementation of household registration control reform at the local level to study the influence of household registration control on local fiscal expenditures and to explore the path of the impact and transmission.This article takes the influence of household registration control on the overall financial expenditure scale of the local government as the entry point and analyzes the household registration as a basis for the supply of public goods to residents and the crowding effect of public goods and analyzes the household registration control to the local overall finance.The scale of expenditures,the size of per capita fiscal expenditure,different types of fiscal expenditure,and the structure of local fiscal expenditures were verified using the fixed-effect model established by provincial panel data from 2008 to 2016.This paper illustrates the resistance of the current household registration system reform from the perspective of financial expenditure pressure and provides reference and suggestions for the local government to further promote the reform of the household registration system.
