The increasing imposition of the grass roots government has harmed the interests of the nation and the farmers. This also becomes an unstable factor important in the countryside. It is not unnecessary to control this phenomenon, but it is rather difficult to move the paces.In the background of this phenomenon, there exist two important factors. One factor lies in the grass roots government. The economic system reform, motivated by the principle "releasing power and interest", has resulted in plenty of shortcomings, including the "self-interest" activity of the governments at all levels, especially such the grass roots governments as the countryside and town governments. The other factor lies in the farmers themselves. Such feudalist senses as the sense of obedience, the standard of official and the worship of power lead directly to the fact that the farmers are not able to protect their own interests.The major characteristic of the socialist country is the integrity of the national collective interest and the individual interest. The imposition of the grass roots government violates the socialist interest principle and is in contradiction with the purpose "For the People". We shall control such an imposition starting with the shortcoming of the government system, especially the shortcoming of the financial system.Any reform is the interaction of interest. The reform on the imposition of the government is the return of the farmers' interest. It is undoubtedly reasonable to carry out such a reform, but it is not difficult to imagine the complexity of this reform faced with the grass roots governments powerful in their scale, quantity, function and behavior. Therefore, on one side, we must shift the function of government and regulate the behavior of government to facilitate the enrichment of farmers, the stability of countryside and the development of agriculture; on the other side, we must instruct the farmers to protect their own interests and foster their activity in participation of political affairs, resulting in a strong force supervising the grass roots government.
