Study On The Function Performing Of Grass-roots Government In Agricultural Land Transfer In Jiangdu District Of Yangzhou City

At present,rural land transfer has gradually moved from a stable development stage to a transitional development stage,and the transfer activities at different stages of development have also changed the functional requirements of the government.In the current stage of transformation and development,how to optimize the functions of grass-roots governments has a great impact on the effectiveness of rural land transfer in promoting rural social and economic development.Grass-roots governments should do a good job in the management,supervision and service of rural land transfer,put the policy of rural land transfer in place,and create a well-ordered market and operating environment for rural land circulation.Firstly,through reading a large number of documents,analyzing the existing research results and finding out the theoretical support,this paper puts forward the necessity of case study on the functions of township government in rural land transfer.Secondly,taking Jiangdu District as a case study,this paper uses the method of responding satisfaction survey and the data analysis of questionnaire survey to discuss the current situation of rural land transfer in Jiangdu District and the specific situation of grass-roots government functions in the process of rural land transfer,and uses the method of path analysis to study the internal mechanism affecting the satisfaction of grass-roots government functions,so as to summarize.Through the analysis,there are the following problems in the rural land circulation of Jiangdu District's grassroots government: too much intervention by grassroots government,weak performance of grassroots government's public service functions,and lack of proper supervision by grassroots government in the rural land circulation.The main reasons are the deviation of grassroots government's behavior objectives,lack of public service awareness,and imperfect existing supervision system.In view of the existing problems,the article puts forward specific countermeasures for function optimization.
