This paper analyzes current situation of China National Civil Service System under detail review the achievement of establishing and implementing Civil Service System in China in recent ten years, include problems and restriction factors. Present some basic viewpoints of future innovation of our Civil Service System in the new century.It's an important decision-making by our Party and state government to establish and implement China National Civil Service System. It's also an important reform of our government official personnel system under the instruction of Dengxiaoping's theory and "three representatives", and that is a very significant content of construction of our socialism politics civilization. Since China National Civil Service System first be proposed by the thirteenth conference of China Communist Party and seventh National congress. China communist party fourteenth conference and eighth National congress have determined to implement National Civil Service System soonest, fifteenth and sixteenth conference of the Party and ninth National congress call for to make perfection of the Civil Service System. Our National Civil Service System is going to be perfected and fully be practiced.It has been ten years since issued National Civil Service Provisional Regulations on August 1993. It's just a significant historic period for Chinese people are continuing to reform and marching into new century. This is also a period of Chinese government official personnel system has been deep reformed and fast developed. In the ten years China National Civil Service System has got significant improvement. Under leadership of our Party, state council, and local government, and an effort paid by the personnel department. Although the results are remarkable, there are still some problems on the system itself and mismanagement under restriction of various economical social and political conditions. To go further complete the system has great significance specifically when after China has entered into WTO. To reform some management rules and activities, which are not accordance with WTO rules andto establish management model and structures with WTO rules in time, required practically. We must follow what comrade Jiangzemin asked that to go further reform personnel system, establishing competition-reward mechanism, to make perfection of the system, to organize a Civil Service teams with disinterested hardworking and high efficiency, to meet requirement for public management service after WTO entrance. On the aspect of reforming instructions, must take consideration to combine the local situation of China with requirement of new public management, combine China National Civil Service System at present with long term goal will build future, to combine the perfection and creation of the system actively. To improve the current civil service management system, building the system with china characteristics follow the guide of Dengxiaoping's theory and "three representatives"...
