Research On The Development Process And Perfect Path Of National Supervision System With Chinese Characteristics

The 13 th at a meeting of the National People's Congress carry out Xi Jinping new era the ideas of socialism with Chinese characteristics and the party's 19 big spirit,voted by the amendments to the constitution of the People's Republic of China and the inspection act of the People's Republic of China,established a state supervision committee,produce the leading personnel,marking the formal formation of the national supervision system with Chinese characteristics,national supervision system reform into the deep waters.Reform itself is a long-term,tortuous and interactive dynamic and complex process.In the process of gradual integration and replacement of the old system by the new system,there will inevitably be unsuitable,mismatch and uncoordinated with the society.After the two sessions in 2018,the establishment of the national supervisory commission and the formation of the national supervisory system with Chinese characteristics have become hot spots of academic research.I will contact the actual,from the party and the country's latest documents,through to the historical period,the supervisory system in China since the founding of the development of relevant phase to comb the system,and analyses some problems of the earlier state supervision system in our country,accordingly,as a reference for analysis of the new era of the achievement of supervisory system with Chinese characteristics and advantages,dialectical exploration in the process of the reform of the current supervision system in our country there are some shortages and possible,and makes more detailed analysis,to find a perfect state supervision system is an effective path with Chinese characteristics.The main body of this paper is divided into four chapters:The first chapter is the general overview of the state supervision system with Chinese characteristics.Firstly,the definition of the theoretical concepts involved in this paper is analyzed from the macro level as a whole,including the definition of the national supervision system and the national supervision system with Chinese characteristics.Secondly,the characteristics of the state supervision system with Chinese characteristics are discussed in depth.First,the integration of Chinese history;second,the nourishment of Chinese traditional culture;third,the practical experience of our party in seeking truth from facts.Finally,it discusses the significance of further improving the current state supervision system with Chinese characteristics.The second chapter reviews the vicissitude of supervisory system since the founding of new China.The author roughly divides it into two stages: the supervisory system mode from the founding of new China to the reform and opening up in 1978,and the supervisory system mode from the reform and opening up to the establishment of the national supervisory commission and the formation of the national supervisory system with Chinese characteristics.By studying the change course of China's supervisory system in this period,we can grasp the development of the national supervisory system and provide historical reference for the perfection of the national supervisory system with Chinese characteristics.The third chapter describes the current situation of the state supervision system with Chinese characteristics.Among them,the achievements made in the reform of the supervisory system have solved a series of problems existing in the former supervisory system and formed an advantageous national supervisory system.Then it analyzes that there is still room for further improvement of the current national supervision system with Chinese characteristics.In order to adapt to the background of deepening the reform of the supervision system and improve the current situation of the supervision system in China,it tentatively makes targeted adjustment plans.The fourth chapter focuses on exploring the perfect path of the national supervision system with Chinese characteristics.From the establishment of the monitoring and feedback system,the supervision of the full coverage of the power supervision structure,the reduction of monitoring costs,the strengthening of the accountability system and the establishment of an evaluation mechanism for the supervision system reform,the five paths are chosen to build a more complete and reasonable national surveillance system with Chinese characteristics.
