Since the middle of 1990s, our country infrastructure industries have seen and been seeing the drama but lasting change. Industrial pattern with monopoly and competition existing at the same time, The Contradiction between the disorderly market order and traditional management system has constantly restricted the further improvement of industry's performance and influenced the sound development of the infrastructure industry. This article will be, on the basis of summarizing the newest achievement of the contemporary government control theories, according to the reforms and the development trends of the infrastructure industry under the competitive environment in the whole global and combining the domestic and foreign experience of infrastructure industry government regulation reform, choose some questions among them to analyzed in the view of economics. The development trend of government regulation in developed countries lies in introducing competition mechanism, the use of new control method, invention and application of new price model, etc. The difference of government regulation in our country and developed countries displays in micro foundation, legal environment, regulation institution, etc.Chapter three gives the discussion to the micro foundation reform of the government regulation of our country, through relaxing regulation, introducing competition, reorganization of industrial structure and enterprise's property right structure, constructing the micro agent structure in which competition and monopolize coexist. On one hand, through the maximum introduction of competition, form the competitive market structure not controlled by the administration; On the other hand, in the structure of competitive market, by the property right reform or privatization of the enterprise completely; in thestructure of monopoly market, take the way of maximum sell-offs state shares in monopoly, form the enterprise capital structure of relying mainly on domestic and international individual's inventory finally.Chapter four the structure and system of our country infrastructure regulation has been analyzed.
