The PPP mode will be introduced to the private enterprises in the construction of urban infrastructure,to realize the fair competition market changed the government monopoly infrastructure.But the market mechanism alone cannot make more optimal allocation of resources,can't meet the needs of the social public,and even cause market failure,so it is very necessary of government regulation.Combined with the large infrastructure project engineering,process is very complex,it is easy to problems in construction and project operation period.Private enterprises to pursue the maximization of self-interest,conflict with some of the objectives of the infrastructure services to the public,so the government is necessary to regulate,it is necessary to set up a comprehensive regulatory system.This paper first discusses the research background,research significance and the domestic and foreign development present situation,through the form of technical route for the full combed the frame structure.The concept of urban infrastructure,the project distinction theory,discusses the theory of government regulation,the theoretical basis of a good groundwork for expansion of the paper.Then the current situation of the government supervision at present stage of our country,points out the problems of government regulation in our country.The lack of specific legal basis,regulators concentration of power and responsibility,it's easy to have a regulatory loopholes and the phenomenon of mutual shuffle,regulatory and professional independence is not enough,not a complete pricing mechanism.Compared to developed countries abroad at the same time the United States,Britain,Singapore's regulatory way,learn from their experience.On the basis of the theory of principal-agent theory and game theory,establish the risk of moral hazard model of the PPP mode,through to the model to,quantitative analysis of how to apply incentive constraint mechanism make governmentbenefit maximization,reduce the moral hazard of the private enterprises.Came to the conclusion is that because the huge project risk and process complex,to increase into the threshold of the infrastructure market,due to information asymmetry and add some incentive and constraint mechanism.According to the above analysis,combing the PPP mode infrastructure design idea of government regulation,establish a comprehensive independent regulatory conclusions are drawn.Finally established a comprehensive independent regulatory mechanism of matrix,matrix of the regulators can effectively prevent the occurrence of rights abuse of corruption,but also can increase the communication between departments,improve the utilization rate of resources.The way of public participation in supervision and illustrated,points out that the public supervision in a disadvantage position,regulation and the public's enthusiasm is not high,need the government to further strengthen guidance.PPP mode of government supervision after the assessment is pointed out that using PDCA(plan,check and action),to the effect of regulation,economic benefit,social benefit evaluation,so as to find the problem,to provide better regulation after beneficial opinions and Suggestions.
