On Comprehensively Building A Moderately Prosperous Society In The Rural Grassroots Party Organizations

To build a well-off society in an all-round way is China's objective in the first 20 years of the new century. It has a profound and complete scientific connotation which means a social formation with further-developed economy, much sounder democracy, more advanced science and education, more prosperous culture, more balanced society and wealthier people's lives. So it's a great systematic project. The achievement of the project poses a new Challenge to the construction of basic-level Party groups in rural areas. In order to accomplish the task of building a well-off society in an all-round way, the rural basic-level Party groups must follow the guidance of the important thought of the "Three Represents", keep pace with the times, work hard with a pioneering and innovative spirit, and continue to reform for the better. So, it can meet objective demands for building a well-off society.The thesis is composed of four parts. To begin with, it expounds origin and development of building a well-off society in an all-round way as well as its scientific connotation, including the cause and concept of the well-off society, scientific innovation in the concept made by Deng Xiaoping, and the scientific connotation of building a well-off society. The second part deals with the new Challenges and demands to rural basic-level Party groups caused by building a well-off society in an all-round way, which is a systematic project. The implementation of the project requires rural basic-level Party groups to follow the guidance of the important thought of the "Three Represents", attach importance to efficiency in their work, and maintain close links with the masses, also needs competent party members and Cadres in the rural areas together with basic-level Party groups full of initiative, team-spirit and capability. In the third part, it analyses current situation of the construction of the rural basic-level Party groups, Great progresses have been made in the construction, but it's still far from sound. Finally, combining social surroundings of building a well-off society in an all-round way, it elaborates three problems that must be solved in the construction of rural basic-level Party groups. That is how to strengthen its construction with innovative spirit, how to keep in contact with the masses, and how to mediate the relations between party groups and rural resident committees.
