On Fairness And Efficiency Of Public Management Objectives And Value Orientation Of Public Administration

The goals of public management are to achieve both equity and efficiency, especially the balance between the two goals. Owing to different values from different managers, any of these two goals will be emphases particularly on in the implementation of public policies in the reality of PM. After the PRC was founded, though it used to have policy fluctuation, it was basically equity oriented. And finally developed an excessive form of equalitarianism and efficiency was simplified as output and speed. Along with the reform and opening to the outside world and the restructuring of economic system, efficiency was more oriented that has brought marked growth in economy. However, the tendency of the widening gap between the rich and the poor makes equity become a big issue up to now. It is important to constitute a new model of PM and cultivate a correct value orientation so as to ease up the social conflict, bridge the gap between the rich and the poor and to push the reform and the long-term social development.Equity and efficiency has meant more and more with development of society, where they interact with each other, and that efficiency without equity can not last long and the opposite is true. The way to achieve balance between equity and efficiency is to constitute a model of PM, which is diversified. By regulating the government's power and stimulate the energy of society, both equity and efficiency can be achieved. Including firstly the diversification of the subjectivity. Secondly transfer the center of the government's function. Thirdly, diversification of the measures of public management and fourthly, cultivating the new equity view which contains efficiency and sets up the responsible public management ethics.
