China's Civil Service Ethics Construction Research

Civil servant, which is not only the governor of the state and the public affairs, but also the constitutor of the public policies, is the focus of the public. They have significant public opinion value because of their important society status and function. At the same time, the level of their occupation moral of the civil servants, whom are the executors of public administration, will effect directly the accomplishment of state functions and governmental image. It is well known that the improvement of civil servants' morals levels is an important task, the key of state governance with moral and an important content of socialist political civilization. Therefore, studying the present moral conditions of our civil servants, analyzing their failure's reasons and looking for the ways of reforming and perfecting them are vital to our country's modernization constructions.There are four parts in the article. In the first part, the author analyzes the major significance of the construction of civil servant's occupation morals. In the second part, the paper expounds the achievements and the problems of our civil servant's occupation morals construction. In the next part, the author analyzes the reasons of the problems in seven aspects. In the end, based on our country's traditional cultures and foreign successful experience, the author put up some measures in our civil servants occupation moral construction.To sum up, one point is for good and all. That is, the civil servants are the representatives of the public interests, the servants of the people and they serve the people heart and soul from the birth to the grove.
