Technical Knowledge Dissemination Mechanism

Technical knowledge usually goes on to a process of communication after its forming to realize its economical and social function .In the communicative system there are four essential factors: communicant, content , receipt and medium which mutually exchange their information, fulfill their function to the system respectively, form relatively stable mechanism and laws of mutual action. At the same time, the communicative system of technical knowledge exchanges information with outside environment, so the outside environment is important to the system .Firstly this paper analyzes the concept, characteristics, history and function of technical knowledge communication, then analyzes the elemental factors in the communicative system, their combination makes the communication a system, they have different characteristics and different effect on the system. This paper focuses the mechanism of technical knowledge communication, analyzes the general model . At first the paper describes the acts of the communicant including making decision, encoding the technical in proper way and adjusting the communication. Then the paper describes the acts of receipt including picking out the knowledge, learning the knowledge and reforming it if necessary, feedback of information to communicant at any time. A common platform between the communicant and receipt is needed, which is constituted of relevant information, it is also a " linguistic environment" for association between communicant and receipt. The impetus to communication and obstruction against communication is a essential part of the communicative mechanism, the impetus is divided into internal impetus and external one. At last, the paper discusses the building of outside environment for communicative system. Economical environment , political environment and cultural environment are all discussed here .
