With the development of mankind in the 20 th century,economic globalization,informatization,urbanization and new industrialization have become faster and faster.At the same time,various natural and man-made disasters in the world have continued to increase in size and quantity.Whether it is the early SARS,9/11,Wenchuan earthquake,or the recent Ebola epidemic or the Tianjin Port explosion,From the event processing results,they are not satisfactory.The handling of emergencies has become a worldwide problem,No country's government and social organizations and institutions have sufficient resources and sufficient capacity to deal with the harm caused by various emergencies.The scale of the emergency,the complexity of the dynamic evolution of the event,and the coordination of highly interdependent tasks have brought huge challenges to cross-organization and multi-agent emergency cooperation.Facing various emergencies,multi-agent and cross-organization collaborative response has become an inevitable trend.The organizations involved in emergency response are extensive,Including public security departments,armed police officers and soldiers,fire forces,special dangerous goods rescue teams,environmental protection departments,medical rescue teams,psychological crisis intervention organizations,scientific research teams,civil affairs,Red Cross,volunteer teams,caring humanitarian organizations,power,energy Supply,etc.With so many subjects conducting cross-organizational cooperation,how can they operate with high quality and participate effectively in governance? Whether from the knowledge structure,professional fields,emergency experience,or cognitive differences,communication methods,these organizations have obvious differences.In the emergency process,what problems will the participation of many different subjects bring to the cooperation between organizations?Previous scholars have done a lot of research from different angles.However,with the continuous evolution of sudden event types,there are still many issues in the emergency management field that need to be discussed in depth.This research is based on the theory of resource dependence and from the perspective of inter-organizational cooperation.The impact of heterogeneous knowledge heterogeneity on emergency cooperative relationships was studied.The research results can provide theoretical and practical inspiration for emergency management.Based on systematic review of previous literature,this paper takes inter-organizationalknowledge heterogeneity as independent variables,communication effectiveness(communication quality,communication efficiency)as intermediate variables,cooperation relationships as outcome variables,and task interdependence as moderating variables.Constructed the research hypothesis model of this paper,The questionnaire survey and empirical research were used to test the scale and hypothesis theoretical model through regression and correlation analysis of the relationship between variables.The final research results show that too high knowledge heterogeneity between organizations not only directly affects emergency cooperation relationships,but also negatively affects the effectiveness of communication and then reduces the emergency cooperation relationships between organizations.That is,communication effectiveness(communication quality,communication efficiency)plays a part of the mediating role between the heterogeneity of knowledge between organizations and the emergency cooperation relationship.Task interdependence in emergency scenarios as a moderating variable reversely regulates the negative impact of knowledge heterogeneity between organizations on communication effectiveness(communication quality,communication efficiency).That is,task interdependence in emergency scenarios weakens the negative effect of knowledge heterogeneity between organizations on communication effectiveness to a certain extent.The research in this paper can provide theoretical and practical references for emergency managers and emergency organizations.
