The subject of this dissertation is the international collaboration in countering terrorism. By the view of neoliberal institutionalism, the author holds that international institutions have been playing an important part in promoting the countering-terrorism collaboration. Owing to the effects of bringing about stable presumption, reducing the costs of drawing up a contract between nations, the international institutions could make the countering-terrorism collaboration more easily than without them.Of course, the countering-terrorism collaboration is operated in anarchy. In order to estimate the value of the international countering-terrorism institutions comprehensively, we should also pay much attention to the issues such as the power, sovereignty, domestic policy, etc., which affect the institutions at different degrees and finally destroy the legality of the institutions.If we want to resolve the problems generated from the collaboration in countering-terrorism and make the cooperation more efficiently , we should give more effort to promote the legality of the institutions. With the help of international organizations, the collaboration in countering terrorism has made much progress from 1960s. Then, it can also conclude that only if the international organizaions' outstanding position in making and fulfiling the international institutions is accepted widely, we will realize the aim of eliminating terrorism in gobale governance.
