Transnational Terrorism And International Counter-Terrorism Cooperation:Under The Vision Of Collective Action

The collective action of transnational terrorism brings corresponding collective action problems to international counter-terrorism cooperation.Olson believes that rational individuals tend to choose to hitchhike rather than choose to participate in collective action.Moreover,“small groups” are more likely to overcome the dilemma of collective action than “big groups”,and in such “small groups”,groups with“selective incentives” are more likely to overcome the collective action dilemma.At the same time,collective action is a form of social movement.The theory of social movement thinks that “resource mobilization” and “political opportunity” are two indispensable conditions for the formation of social movement.From the perspective of collective action theory,this paper uses the dimensions of “resource mobilization”and “political opportunity” to analyze the collective action of transnational terrorism and the collective action of international counter-terrorism cooperation,and compare the two kinds of collective actions.This research views that transnational terrorism is doing better than international counter-terrorism cooperation when solving the problem of collective action.From the perspective of collective action theory,this advantage is reflected in its ability to“resource mobilization” and “political opportunities”.In terms of “resource mobilization”,the organizational scale of transnational terrorism is closer to the“small group” or “small group 'federal'” model described by collective action theory,and the group form of international anti-terrorism cooperation is more diverse,so that the latter is easier to create the problem of collective action.The organizational capacity of transnational terrorism centered on the provision of “selective incentives”is also superior to the equivalent aspects of international counter-terrorism cooperation.In terms of "political opportunities",the political opportunities of the international anti-terrorism cooperation group have an advantage in the general sense.However,due to the influence of domestic political factors,the short-sighted attitudetoward the fight against terrorism and counter-terrorism cooperation with other actors has affected the conduct of collective action,and this aspect is also easily used by the concentrated forces of transnational terrorism.Based on this,international counter-terrorism cooperation should pay attention to the reasons for the success of collective action of transnational terrorism and deal with it instead.At the same time,from the perspective of collective action theory,the scale of cooperation of the international anti-terrorism cooperation group should be centered on cooperation at the regional level,and actively promote the multi-polarization of the international anti-terrorism cooperation pattern.At the level of building the organizational capacity of the International Anti-Terrorism Cooperation Group,specific mechanisms should be established to transfer the current providers of “selective incentives”.In the grasp of “political opportunities”,short-sighted attitudes toward cooperation should be avoided and puts the international counter-terrorism cooperation in to a long run,and promotes the establishment of a new international political and economic order as well.
