The administration of police was the basic of a new administration. The naissance of the Chinese modern police system was the result that the Chinese learned from the west actively when the social nature had changed. The assumption on the police system by the early reformers in the late Qing Dynasty was the earliest theory on the administration of police in China. The progressive scholar-reformers of Hundred Days' Reform further presented a set of comparatively integrated and systematic theory on the administration of police. The safeguard bureau in Hunan, whose organization was integrated and whose duty was clear, already had the characters of modern police. "The report to the Qingqinwang" written by a Japanese person named Kawashima Naniwa presented a complete project on the construction of Chinese modern police. The police study hall in Jingshi set up by him was the earliest police education institution in China. The police system in Qing Dynasty could be divided into two parts the development of the central police department and of the local administration of police. The construction of the administration of police developed from the local places to the central government. It spread from Jingshi and Zhili to all over the country, and then set up the central police administration---the Ministry of Police (later changed the name to be the Ministry of civil Affairs) and standardized the management of the local police administrations. However, in the late Qing Dynasty when the traditional feudalist system of the administration of police was being changed to the modern capitalist police system, the new system and the old one were merged, and the construction of the administration of police reflected the character of levity and extreme instability, which caused the Chinese modem police system to be in the abnormal developmont, and at last china couldn't set up the basic of the administration of police to strengthen the country and to make the china at the time of late Qing Dynasty develop into a country with the modernization of the administration of police.
