Chinese Steel Industry, Anti-dumping Issues

Antidumping, as a legal right given to its member by WTO, which is one of the three licit means—antidumping, countervailing, and safeguard measures—permitted by WTO, is increasingly becoming the method with which all countries resolve international trade conflicts between them and protect their domestic industries.In recent years, many countries and districts have taken protection measures in the trade of iron and steel one after another. Particularly they have implemented the antidumping measures so frequently that contradiction in the trade of iron and steel becomes more and more intense. Under such conditions, on one hand, some foreign iron and steel enterprises dump their products in our domestic market; on the other hand, foreign countries continually implement antidumping measures against our exported iron and steel products. Thus, Chinese iron and steel enterprises are confronted with double impacts of dumping and antidumping.On the base of the theories of dumping and antidumping, this paper studies the features and reasons of antidumping executed by foreign countries by analyzing the existing situation of Chinese iron and steel industry and of the antidumping facing Chinese iron and steel enterprises. Furthermore, it puts forward the corresponding measures according to the two conditions of both antidumping carried on by China against foreign dumping products and antidumping action that foreign countries brings against Chinese iron and steel products. This paper consists of four parts:Part One sketches out the production and the development of dumping and antidumping. Also, the legislation of antidumping by WTO and the significance of antidumping are introduced. Part Two summarizes the current situations and development trend of Chinese iron and steel industry. Part Three first analyzes the recent condition of antidumping facing Chinese iron and steel industry, and then induces the reasons and features of antidumping action brought by foreign countries. At last, the situation of antidumping that China has implemented against foreign dumping products is discussed briefly. Part Four raises the detailed countermeasures in terms of different situations.
