Beijing China Railway Construction Group's Financial Management System

This paper is divided into five parts : first, The relevant background introductions of the group; second, The state of financial management control system of the group; third, Discussion and analysis on current financial affairs management system of the group; fourth, The suggestion of the financial affairs control system construction of the group; fifth, the problem to be solved.The first part of this paper introduces mainly background materials, the state of institutional framework and some characteristics of the products of building enterprise. What's more, this part explains briefly the particularity of the financial management of building enterprise in combining with the characteristic of the building products.The second part of this paper introduces mainly the current state of financial management control system of the group. Including: how was the financial institutional framework of the group designed and the distribution of the duty; from arranging the budget to inside and outside auditing of the financial control system; the financial information system consisted of financial information transmission and financial electronic data processing; the cost management of the project department, branch company and subsidiary company; and the tax affair is also concerned in the paper.In the third part of the paper, in combining with the actual state of the financial management control of the group and the particularity of the enterprise, the author utilize the relevant theories to analyse rationally. Including: the characteristics of the financial management of the group in building enterprise; the background of the group and the impact on the financial system; the analysis of budget, performance evaluation, stimulation and the control of the financial risk; the analysis of the cost management and the brief analysis of cash flow, and so on.. According to author's own financial working experience in the group and study of relevant theory, the author proposes the suggestion of financial administration of the group and carries on proper analysis in the fourth part of the paper. Including: the financial strategy of the group; the financial institutional framework construction of the group; setting up the responsibility center, perfecting the budget, accounting and auditing system and the informationization managing in the financial management control; setting up advanced index and corporate financial management procedure, for example EVA management,Benchmarking, Balance Score Card,Value chain analysis and so on ; financial HR management construction of the group.The fifth part of this paper explains mainly some questions in the financial management control of the group which remains to probe into and pay close attention to in the future.
