With the transportation of the society, a large number of Peasant-migrants swarm to the city, followed by more of them in the future. Thus the study of theirs life condition in urban areas has an important practical significant. It is inevitable result that peasant-migrants areas, and prolong their stay in city. Peasant-migrants'employment, life and kinds of condition have being a problem, which have concerned and solved urgently, at the same, it is a enconomic, social problem and political problem that is related to our country's stability.My paper introduce some theories firstly, and a few of research fruits of survival situation of peasant-migrants in the cities. Then analyze peasant-migrants' characteristic, discuss that peasant-migrants suffer a kind of discrimination and face many problems in the cities. I think that peasant-migrants 'discrimination include mainly employment discrimination, social ensure discrimination, education discrimination and so on. In this basis, I analyze focally that discrimination's root lie in system. I analyze some related system's factor that it is census register, employment, social ensure and education, which arise peasant-migrants suffer discrimination. On the base, I analyze further that discrimination peasant-migrants can create External diseconomies and can't achieve Parteo efficiency from economic. At the end of the paper, I pose some measures about how to solve peasant-migrants problem and advocate reform census register system firstly, bring forth new ideas in system and accelerate its speed, realize related system regress, hire workers in marker, perfect social ensure system and create new public management model.
