It Supervision Applied Research In Information Systems Engineering Quality Control

With the rapid growth of information system construction, informatization has become the mainstream of the national economic and social development. To change the traditional industry with information technology and further promote information system is an important part of the leaping development of our economy. We are facing new opportunities and challenges after the entry of WTO. So, it's very meaningful for the national competitive power to carry out the strategy of information technology.Since 1990s, the government at all levels and enterprises invest a large amount of money to construct information system, which includes not only information infrastructure and system but also intelligent buildings. However, only 20% of them are satisfying as far as the procedure, quality and budget are concerned. Inferior quality projects are seen everywhere, which have very bad influences upon the information system program's quality.The information system with high quality can guarantee the benefit of the investment. On the other hand, it can also ensure the sound development of information industry and information systems. Till now, the departments in charge at all levels include Ministry of Construction, Ministry of information industry has realized the importance of carrying out information system supervision and adopted some measures, policies and regulations. Some large-scale public information system programs must observe the regulation of program supervision, and some qualified institutes will be responsible for the program.This article conducts a research on the application of quality control mechanism in the construction of information system based on the deep study of information system condition and the quality control methods.The whole article can be divided into 5 parts, the first part is introduction, which introduces the condition of information system market at present and this article's practical value; the second part introduces the application of TQM (totalquality control), Zero Defect Management and six sigma management in the quality control of information system; the third part introduces the definition of information system supervision and its content. Then introduces the application of information system supervision in information system; the fourth part reviews the development processes of information system supervision in China and come up with some opinions and suggestions on its further development; the fifth part takes the information system in lvshunkou District, Dalian city as an example, introduces the application of information system supervision based on the methods and theory listed above.
