With the state-owned enterprises withdrawing from some fields and Transnational corporations coming, it is a key issue for the Liaoning province to promote the development of SME. This thesis studies advanced theory and method, based on the concrete analysis to financing environment of the Liaoning province, puts forward the corresponding way in the aim to solve the financing problem of SME of liaoning province and further the development of SME of liaoning province.This thesis comprises four parts discussing the financing of SME of liaoning province.Part one and part two Expatiate the concept of SME and the specialty of finance and introduce the current financial status of SME of liaoning province and analyze the process of finance , point out the three critical aspects of solving the financing problem of SME of liaoning province: The subject is SME of liaoning province; the middle object is the bank of liaoning province and the financing environment of liaoning province.Part three Spread in SME itself bank and financing environment, first, find the critical problem of restricting finance of SME。 Second, concretely analyze the reason from the fact and theory.Part four Put forward concretely suggestions and methods from SME of liaoning province, bank,credit system, financing environment, supporting and service system of government。the creation of the thesis is in abandon to the way and the mode of thinkingbefore. The theories of the small business enterprise in domestic and international research margin outlet, method, problem is a lot of, but mostly from the angle of the norm economics, the function is not strong, the basic way of thinking is that introduces the difficult of the small business enterprise first, then put forward to should extend the margin outlet, and put forward a series of direct and indirect method, but seldom consider these margins method of how big is possibility, how big is its problem-solving actual meaning.
