With the deep development of economic globalization and trade liberalization, traditional methods refraining free trade, such as customs barrier and quota, are gradually enervated and abolished . Developed countries are turning to another puzzling, vague trade measure-Technical Barriers to Trade(TBT). According to the statistics, 80% of the trade barriers result from TBT. In fact, various measures of TBT will become an important factor affecting the development of the international trade and the issue of the WTO negotiation in the future.After China's entry into WTO, China's economic environment is getting more open. More and more enterprises have faced severe impact of TBT. However, many Chinese middle and small sized enterprises don't really know how to properly deal with the challenge of TBT. Either in concept or in ability, they have many defects. Whether Chinese middle and small enterprises can successfully break through TBT is very important not only for their further development and internationalization, but also for the stability and activity of China's national economy. Hence, we should first analyze in detail the content and features of TBT, and the positive and negative effect which TBT has on middle and small sized enterprises. Secondly, we should learn from the successful experience about developed countries dealing with TBT. At last, we should work out the advice to help Chinese middle and small sized enterprises to break through TBT. All these studies are vital for the development and internationalization of Chinese middle and small sized enterprises.Chapter 1 is the introduction. Chapter 2, based on the theory of trade policy, defines the concept of TBT. Then this chapter analyzes in detail the content andfeatures of TBT, and WTO/TBT agreement. Chapter 3 is very important for the paper. In this chapter, the writer first analyzes the current situation of China's middle and small sized enterprises' internationalization. Then, the chapter studies the advantages and disadvantages about middle and small sized enterprises dealing with TBT. Finally, the chapter explores the good and bad influence which TBT has on China's middle and small sized firms'further development and entering into international market. Chapter 4 introduces some valuable experience of a few developed countries dealing with TBT, such as the United States of America, Japan and EU. Based on the research of the former three chapters, chapter 5 put forward some pertinent suggestions about Chinese middle and small sized enterprises how to break through TBT. Chapter 6 is the conclusion of the essay.
