The ongoing effort of the International Criminal Court (ICC) is trying to guarantee lasting respect for and the enforcement of international justice. Theories and existing practices of legal justice are thus critical to evaluate what international society has designed to institute a criminal legal system on a global plane.In most countries, there are some common elements of justice among national criminal laws and judicial practices, which serve as important guidelines of international criminal law nowadays. Meanwhile, evolution of fundamental principles of international law and new situation after the Cold War also enhance criminal legal measures for safeguarding common interests of human.Efforts on establishment of the ICC's jurisdiction aim to materialize the value of justice in terms of enforcing international criminal law.Setting up proper internal running system, the ICC benefits from both the modern international criminal law and the practices and lessons of several other international tribunals. The ICC is deemed to be a milestone in ending the fact "guilt but impunity." It is challenging seriously some viewpoints of traditional international law, such as sovereignty.In the debates on the rules of ICC, it is the most controversial for enforcement of international justice how to design and implement a co-operational mechanism among the ICC, states'jurisdictions and the authority of UN Security Council.In a bid to be an effective mode to enforce justice, the ICC has to construct double-functional instruments that are both respectful to state sovereignty and serious about criminal prosecution, so as to rule out the skepticism against its justness. Certainly, it remains a tremendous task for the ICC, states and international society.
