This paper was divided five parts. The subject of this paper was presented and other researchers' opinions about "phenomena of enclosure" were introduced in the first section.The source of term of "phenomena of enclosure" was textually researched and conclusion that the term was derived from Order of Enclosure in the Qing Dynasty and Enclosure in Western Europe was drawn in second part.Thirdly, "phenomena of enclosure" going with the developing of economy in our country was studied and the factual process of "phenomena of enclosure" and it's effect on our society was inspected. "Phenomena of enclosure" was already starting to prevent our society from well developing and leading to latent threaten of social crisis.In the forth part, several factors resulting in "phenomena of enclosure" were researched from the view of practice. Officials of local state with a mistaken understanding about development that GDP is anything would be apt to expropriate land when they couldn't resist the temptation of returns facing spoof local finance. Farmers usually are in subordinative situation in market because their property on land is ambiguous, accordingly they can't protect their land from expropriation.At last some advice on preventing expropriation and its adverse effects on society were presented as followed:Reform must coincide with market economy, and adjustment should be implemented on finance and cultivated land system. A fair circumstance should be provided through revising relational clauses, financial revenue of local state should be increased and its expenditure decreased. In order to restrain motilities on expropriation assessment system on officials should be adjusted. Farmers should be endowed property on land clearly, which give farmers the power protecting their interests.
