Recently, within the operation and management of scenic spots, a lot of improper huge construction has been built hi the scenic spots, which have destroyed the resources seriously. This phenomena has caused many heated debates and much attention of people in various fields. Just on the basis of this phenomenon, the thesis comes into being.As far as the structure is concerned, this thesis is composed of four parts. In the first part, the thesis introduces the background of this paper and gives the core object of the author's research. In the second part, on the basis of the explanation to the scope of the two kind of improper developing activities, the author focuses on the diseconomy of exterior environment of this kind of activity .The third part mainly discusses the activity motivation of government and investor in different stages of the developing and constructing activity, which are the entry motivation, the exit restriction, and the mutual decision-making in the repairing period. In the last part, the author tries to suggest several methods to restrain the improper development of the scenic spots in our country.In short, the target of this essay is to bring forward the improper development in the scenic spots development and to analyze it properly. Furthermore, it aims at attracting more scholars and governors to solve this problem as soon as possible, which is a life-and-death problem to the tourism development. Only on the basis of sustainable tourism development can we bring about a prosperous development of our country's sightseeing tourism in the future.
