Project management is a burgeoning science in our country. The construction and project management history in China is old-line and is permeated with so many outstanding cases, but under the conditions of history and other determinant factors, project management has been un-scientific, half-baked and unsystematic in recent years. Compared with the project management in developed countries, our PM has been lagged. Especially because of PM mechanism, PM traditions and other influences, PM in China is still staying in the elementary stage. Along with the deepening of reforming and development of Chinese economy, the demand of scientific-and-systematic PM is stronger and stronger. Obviously, opportunity comes but once and it is the right time for us to improve PM.American PMI (Project Management Institute) knowledge system is the current and popular system all over the world. The system is divided into 9 knowledge realms, 5 process groups, and 39 processes. There are 21 processes in the five process groups, which are critical to the success of PM: providing forecasting and guiding documents for the execution and controlling of the project; providing some necessary tools and methods for the propitious implementation of project. Project planning has a pivotal position in the successful implementation of the project, which should be adjusted according to the process and environment. The first and most important improvement lies in the traditional model that is based on the experience.This thesis through analyzing the planning documents of 100,000 tons/ years PVC projects, comparing with the method and tools of the PMI project plan establishment, aims at improving the maneuverability and guidable feasibility of project planning. The thesis focuses on the anatomy of the current status in China and provides the feasible solutions for PM through the analyzing of the practical case. Compared with the principles of the American PMI, some problems in the result of this plan establishment are described as follow:The first problem is the lack of WBS in our PM, which needs us deepening the decomposition of the PM to provide the precise foundational elements for other plans of the project in future.The second is the high risk in the enactment of project planning goals.The third is about definition of the project scope, which is unshaped currently and could result in the increasing of cost.The fourth problem is that the plan lacks of on-going improvement of quality control.Fifth, the plan runs short of team building, which could influence the efficiency and effectiveness of the project implementation.Sixth, the plan still runs short of contract management, especially in the field of contract implementing. Therefore, it is necessary for this thesis to analyzing and improving the project planning and to make the planning be more practicable.
