International Oil Cooperative Exploration And Development Project Economic Evaluation Studies

With the net import volume of petroleum increasing year by year, one or the important petroleum resources strategies of our country is to actively participate in the international petroleum development so that we can guarantee petroleum supply from oversea in 21st century with more share oil abroad. The economic evaluation of petroleum project is one of the primary contents of new projects' feasibility study for international oil&gas exploration and development. Furthermore, it is also the basis of the decision on petroleum exploration and development, and making capital operation plan at each stage while carrying out contract.This paper firstly analyses international petroleum cooperative environment and the goals of government and international oil companies in the international cooperation. On the basis of these, the paper probes into the cooperative mode of the international petroleum collaborative project and the distribution of income. Then conclude the ways of how resource governments obtain revenue and how financial clauses influence the benefit of outside investors. Also, horizontally compare and analyze the good and bad qualities of financial rules of different areas for investors.Then, the paper has studied the economic evaluation of international oil exploration and development projects systematically, proposed the thought of appraising projects on three stages and gave correspondent appraisal methods and model. So it embodies the basic thought of economic evaluation-- "roll appraising and dynamic management".Moreover, this paper proposes 7 items of principle on establishing economic criteria system of international exploration and development projects and 15 indices, which can reflect comprehensive economic benefit of projects across different areas and fiscal regime.At last, methods and model have been given which accord with economic evaluation of international oil exploration and development projects.
