Under the trend of globalization, and with the improvement of technology and the network, the formal organization model of simple unit or operation mode cannot satisfy the development of new economy. Outsourcing offers the new way of optimizing and enterprise's internal resource using and developing the core competence. Outsourcing is increasingly becoming an important research field of Strategy Management.The paper conducts the research by combining demonstration research with normative research, quantity research with quality research. The research object is concerning about the formation explanation and evolution mode of outsourcing, a new area in outsourcing research. The paper comprehensively implements Core Competency Theory, The Resource-Based View, Neoclassic Economics, Transaction Cost Economics, Ameliorated AHP, and Statistics analyzing methods.The paper firstly analyzed the evolution of organization and identity of outsourcing. A concept identify frame has been set up based on the Transaction Cost Economics and Game Theory. On the base of this, the formation mechanism of outsourcing is been researched. Using the neoclassic economics proves the formation society conditions and inevitability. Using the ameliorated heuristic model gives an explanation from the angle of economics. However, the formation of outsourcing is a complicated systematic process, its evolution has composed three stages: outsourcing rudiment by demand drawing, outsourcing on the costs basis, outsourcing on the core competency basis. Finally, the paper gives a demonstration of the outsourcing extent. A concept and hypotheses are set up and measuring methods are designed. It is found out that the proprietary of the asset and the core competency of the enterprise are highly influenced the outsourcing extent. And the scale of the enterprise is not connected with the outsourcing extent.
