Quite a number of tasks are executed by project in an enterprise, and both project and operation had been very important strategic tool in order to achieve the enterprise's objects. But it is noticeable that when the projects are becoming more and more, how to ensure the projects can keep consistent with the enterprise strategy and achieve the strategic goal effectively; when the enterprise is faced with a number of project and limited resources, how to organize and manage these projects perfectly. Project portfolio management was put forward for these reasons. Project portfolio management would help the enterprise cultivating and exalting the enterprise's core competition, keep the projects portfolio consistent with the enterprise strategy, maximize the value of the projects portfolio, achieve the finance income and the non-finance income, and hold the competition advantages and so on.This paper sorted the activities of the enterprise into operation and project through analyzing and projectizing the enterprise's activities, introduced the conception of the enterprise's projects and enlarged the correlativity of the enterprise's project and the enterprise's development from the conception of the project in broad sense. The enterprise's projects are sorted into maintenance project and development project used two-factor theory and similarity system theory and educed the conception of project portfolio. Then the conception of project portfolio was introduced through enterprise project management and the organization of project portfolio management was designed and the standard flow frame of project portfolio management was set up. Afterwards project portfolio estimation model was established from the project return, the support function, the risk of the project executed and the project urgency adopted hierarchy gray method. Finally the classify standard of the projects was set up combined with the projects executed process and both the standard method of the enterprise project management and control mode were established, which realized the organic integration of the projects management in the enterprise and the single project management, and discussed the process model of project portfolio resource optimization adopted heuristic algorithm.
