China is a united, multi-national country.To our party > county and other social organizations,the development of the western region is always the focal point.The studying on the development of the western region, can not only replenish the theory of nationalities and regional economics,but also have important practical significance to consolidate the national unity harmonious co-existing.Besides,with the establishment and gradual consummation of socialism market economy system, the finance policy,as a meaning of macroscopic adjustment,must advance the economics development of the western region. In the early studies,few monographs and thesis delivered systematic research on the combination of western region and finance policy. My thesis will fill the blank of this subject and be valuable for the further research.Since the reform and opening for about 20 years,the central government have come up with a series of policies,which make the economy developing steadily. But it is obvious that there are still some problems currently. Firstly,there are a great margin between the west and the east,even the margin is becoming larger and larger. Second, in the whole western region ,the ability of formatting capital is quite low, and it needs a speedy course to industrialize and so on. Third, the economicconstruction is not reasonable, the technology contain is low, the resources are wasted seriously , the environment is polluted increasingly , all these factors are repressing the economic development of western region.The western region'dropping behind comparatively, is not only a basic reality, but also a very tough difficult point to the development of our country.From analysis of the differences between the theory of nationalities and regional economics, my thesis abstracts the general reason and finance policy factor. On one hand, I emphasize the labor force, the ability of formatting capital, natural factors, science and technology.On the other hand, around the finance policy, I explain how the change of system influent regional margin, mainly from three aspects including public finance system, tax policy and transfer to pay.Now, the western region'dropping behind comparatively has made some negative influences on our country's economy, national solidarity and society stability, therefore, contracting the margin becomes an important problem in front of the theory of nationalities and regional economics. After discussing the tropism of finance policy, then looking back to the practice of other countries' finance policy, which has advanced the underdevelopment areas, so as to provide experiences and revelations for us.In the thesis, through studying the finance policy, including thesystem of transferring to pay, the policy of favorable tax and the investment with the public finance, I argue about the influence of finance policy on shortening the margin between regions, as well as the influence on national solidarity, concieving a harmonious society and the great renaissance of our nation.
