| It is unreasonable that our natural resource property distribution is on the basis of planned economy with the character of stark supply mode, which causes the waste and inefficiency of using natural resource. With the restructuring and development of china market economy, it is inevitable to make market as the master to decide how to distribute the limited resource. Natural resource using right is a special usufructuary right with representatives at its object and property transfer. This article selects the water right as microcosmic study object due to its typicality. Some perfecting ways are given to improve legal system of the water right on the basis of analysis on evolvement and default of the system. In conclusion, the point of improving the efficiency of transferring property using right of natural resource is laid on building up a sound property exchange system with the characters of clear property right, active property trading and due legal order. |
