These documents have reflected each period ofevery place completely Chinese rural social securitydevelopment condition as well as the problems, have put forwardrelated countermeasure. From Chinese rural social securitydevelop stages see, rural social security have not succeed onpractice. Theoretically, this system has also aroused intenseargument and criticism. Along with the development of social economy, the economicgap of town and country is enlarging constantly. The relativeprofit depend on land drops decreasingly, the implement of thefamily planning policy in China must produce huge influencefor Chinese traditional family structure in a long run;increasingly sharpening of aged problem forms strong challengefor the family guarantee of Chinese rural tradition. It is verynecessary to establish and improve rural social securitysystem, not only from social fairness, but from socialsteadiness. The purpose of study rural social security liesin revealing the present condition of Chinese rural socialsecurity , referring foreign social security system andcombining the reality of China, explore a social securitysystem which suits Chinese present social condition, socialityembodies social security fully ensure function . To establishand improve rural social security system which suits presentrural social economy, will produce important influence on thesolution of the present "agricultural, country and peasant"problem, and will have important meaning to raise the presentor future life quality of peasants who take about 70% totalpopulation, and raise the industrialization and urbanizationlevel of the country, and have important meaning forsustainale,steady and healthy development of our countryeconomy. The basic train of thought and logic structure of thethesis: The basic train of thought of the thesis: starting fromthe basic concept of social security, combining the historyand present situation of our country's rural social securitysystem, comparing the social security system exiting in thetown and country, combining the thought of academic circle andforeign successful reform experience of rural social securitysystem, we put forward a new rural social security system whichsuits our country's present national conditions. The logic structure of this thesis: This thesis is divided into five parts. The first part: starting from the basic concept of socialsecurity system, we analyze the inner requirement of socialsecurity system theoretically. Combining the specificcondition of China, we analyze the development course andpresent situation of Chinese rural social security systems. The second part: we compare social security systemexisting in the town and country, and analyze Chinese ruralsocial security system from fairness and efficiency. The 3rd part: we analyze the basic factors that influencethe rural social security system of our country, includinginfluence of land and land policy for Chinese rural socialsecurity system; that of the policy of family planning; andthat of the problem of aged people for Chinese rural socialsecurity system. The 4th part: by contrast and the analysis of foreign ruralsocial security system, we obtain beneficial hints, and offerreference for completeness and the establishment of the ruralsocial security system of our country. And we analyze thethoughts of academic circle systematically for rural socialsecurity system. The 5th part: Have put forward the final goal and the basictrain of thought of reforming the Chinese rural social securitysystem.
