In recent years, the establishment of the credit system has become thehot topic of the economic and financial experts. How to set up the creditsystem that can suitable for the current situation of our country as well asbe integrated with the world has been discussed for a long time. However,as the most important component of the credit system, credit investigationsystem has been discussed little, especially for the personal creditinvestigation system. So, I choose the title"on establish the personalcredit investigation system in our country" The establishment of the personal credit investigation system will bepaid close attention to and discussed extensively for a long time. Fromthe action of the people's Bank of China, the commercial bank's attitude,especially the phenomenon of personal consumption, we can know thetopic has strong realistic meaning. According to China's current situationand the foreign country's experience, I established the frame of thepersonal credit investigation system. There are four chapters in this article. Chapter 1 is the basic theories about the personal credit investigationsystem. It includes the meaning of the credit, credit investigation and thepersonal credit investigation system etc. Besides, the theory of theasymmetry of information and transaction cost has also been introduced. Chapter 2 is the detailed statement about personal CreditInvestigation system in foreign countries. Since there is no personalCredit Investigation system in china, it is necessary for us to draw on thesuccessful experience from other countries. In this chapter, I chooseAmerican as the reprehensive, for the establishment of American personalCredit Investigation system is far earlier than any other country.Therefore, the part begins with the general introduction of Americanpersonal Credit Investigation system from the aspect of laws andregulations system,credit organization system and credit supervisionsystem. the "law of fairness and credit report " as the basic law ofAmerican individual credit is the most typical one which influenceprofoundly the personal credit in other countries. After the introductionabout American experiences, chapter 2 is mainly about the status ofpersonal Credit Investigation system in Japan and European country withthe former one the emphasis is on the laws ,regulations and CreditReference organization system and with the latter one the emphasis ismainly on the basic status. The comparison of the Japanese CreditReference organization system with that in America and Europeancountry direct us the way to choose the appropriate reference organizationand to form the sensible credit idea and so on. Chapter 3 and chapter 4 is the core of my thesis, chapter 3 is mainlyabout the development process of personal Credit Investigation system inchina. Firstly, it experiences three steps: starting period,developingperiod and perfecting period. In reality, Shanghai and Shenzhen can beregarded as model in establishment of personal Credit Investigationsystem, which provided abundant experience for other cities. Theestablishment of personal Credit Investigation system makes greatprogress with the application of integrate personal credit database and thenetworking of 7 experimental cities. However, there are still a lot ofproblems: firstly, the overall social credit environment is not desirable.Both the supply and the demand of personal credit market is not sufficient.Secondly, these is no special law and regulation to regulate the personalCredit Investigation system and the existing law is too over—lapping andis characterized by conflict of exacting law and the demand of credit.Next, the credit supervision does not conform to the standard, no matterinternal or external supervision. Finally, the lack of scientific creditgrading system, there is no reasonable grading standard and gradingmethods for personal credibility.
