Electronic money, the important outcome of financial innovation, promotes theeconomic growth and at the same time increases the financial risks, which makes newrequirements on the financial supervision. The thesis primarily probes into the legalproblems of the electronic money supervision and makes propositions for thesupervisory system of the electronic money in China with some overseas case studywhich is more mature. The thesis is divided into three chapters, of more than 30,000 words. In the first chapter, I am concerned with the primary problems of the electronicmoney and its supervision and attempt to solve such problems as: what is electronicmoney and what is the electronic money supervision. First starting from the primaryresearch of the electronic money supervision, I study the definition and characteristicsof the electronic money, and focus on the legal nature of the electronic money from thelegal perspective; and then I study the financial supervisory theory, analyze and confirmthe theoretical bases of the electronic money supervision. In the second chapter, I analyze the necessity of the electronic money supervision.This chapter aims to answer such a question as why it needs supervision. By analyzingthe monetary policy risk, the risk of monetary flow disruption, exchange risk and otherrisks probably caused by the electronic money, I expound the necessity and importanceof the electronic money supervision. In the third chapter, I make legal propositions for the electronic money supervisorysystem. The chapter aims to answer such a question as how to supervise. I study thelegal mode of the electronic money supervision first and then with regards to the riskscaused by the electronic money, combing the mature legislation experience abroad, Imake propositions for the issuing supervisory system and risk supervisory system of theelectronic money in China.
