At present, our country is during the period of making the transition, going with system reformation, economy structure adjustment and social historical innovation. The market-based labor relation has already been formed basically and occupied the leading position progressively. But in practice, the adjusting mechanism and system concerned market-based labor relation are not very perfect. It is the inevitable request for perfecting the market economic system to establish effective the labor relation mechanism of adjusting.This text has adopted the normal analytical method to explain the view mainly. In this text, the change of the working social essence has been looked as a foundation of argumentation, the relation between property right and work right under market economic condition has been used as a primary clew. By using such methods as research of documents, interview and investigation, comparative analysis in-depth analysis, the author proposes such a viewpoint: collective bargaining should occupy the key status to the adjusting mechanism of labor relations in the period of making the transition, and the author also thinks that this viewpoint has the theory and realistic meaning for establishing harmonious labor relations.After putting forward the topic, defining the concept concerned and analyzing the current studies situation relevantly both at home and abroad, the author has analyzed the development of collective bargaining in western main market economy country, the enlightenment that is offered and current situation of collective bargaining of our country. Then, the author has put emphasis upon the following things: the direct foundation of adjusting mechanism of the modern labor relations which must be changed, the key position of collective bargaining is the requisition for the enterprise system arrangement under market economy and for the modern labor relations law adjustment, the meaning of regard collective bargaining as the key mechanism, etc. Finally, the author has expounded which labor relations mode is adapted to our country mainly, and also has compared the function of collective bargaining with other mechanism of the modem labor relations.
