Since economic reform, Gini Coefficient of the farmer income allotment goes up year by year, from 0.21 in 1978 rise to 0.37 in 2003, the margin of income allotment have been constituting the notable conflict and becoming into the important factor which baffles the village economy develop further in the current economic transferring process. It is requested that we should break through and surpass the former research of the farmer problem, according to the new situation, analysis the reason of the income margin, study the solution to solve the income margin, so to increase the farmer income in this age.There are six parts in this article. The author briefly generalizes the village resident income margin in the preface, indicate that the broaden income margin has influenced the village economy severely. In the second part the author conceives the farmer income allotment in theory of the building-up an all-round society and the common prosperity and the dominating point of view about income margin in economic academe in west. In the third and the fourth parts, the author detailed its status quo and performance and characteristics of the income margin among different households and different districts, and the income margin between the city and the country by collecting a mass of data and fact, probing into the reason that begets the income margin by the method of making concrete analysis of concrete conditions.Based on the above analysis, the author analyzes the current village resident income margin problem critically in the fifth part, creatively expatiates that the income gap will bring the inanition in the domain of the agriculture. In the sixth part, the author designs the policy to solve it, which include handling the relation between the early-prosperity and common-prosperity and the relation between equality and efficiency well, increasing the investment for the country human capital and optimizing the country land resources, strengthening construction of the small town and development of the township enterprise positively, expanding income space of the peasants in poor areas, persisting in the scientific concept of development to plan the rural and urban economy as a whole and so on, to lesson the income margin, increase the peasants income, push the village economic double-quick and insure that the society develop harmoniously.
