Housing is a basic human right; it not only concerns the well-being of the citizens, but also concerns the stability and equality of the society. In the juncture of China's economic system transition, it is of great importance to establish and improve the housing policies to guarantee the housing rights of low-income residents in China's urban areas, and it is the indispensable responsibility and function of the Chinese government.This paper cuts in from the specialty of houses and the market failure existing in the housing market, it applies the government interference theory and borrows the advanced experience in this area from developed countries, it analyses the present situation, specialty, the existing problems and their causes of low-income residents in China from three prospective: objective, patterns and procedures, in an attempt to find some way to improve the housing policies concerning low-income residents, so as to better solve their housing problems.
